The facility supports multiple concurrent events, variable pricing, monthly parkers, staff, VIPs, and transient visitors - all within a single operating environment.
The Challenge
The existing pay-on-entry PARCS system had reached end of life and was no longer fit for purpose.
The operation required a solution that could operate in both gate-up and gate-down conditions, support multiple user groups simultaneously, handle event-based pricing, reduce traffic congestion, and provide visibility into overstays, occupancy, and auditability.
Operational issues included cashiers collecting payments at entry, traffic queues backing onto surrounding streets during events, no way to monitor or charge monthly parkers who overstayed, manual handling of VIP and last-minute parking requests, and police being required on site to manage traffic during peak events.

The Inugo Solution
In 2025, the RiverCentre Ramp transitioned to a license plate–based parking system using fixed LPR, digital payments, and automated access control.
The solution was designed to support both gate-up and gated-down when capacity is reached, while maintaining pay-on-entry.
Key components included: Fixed LPR cameras installed at entry lanes, new gates configured with loops and LPR, digital payments via mobile app or QR codes, promotion codes, and pay stations, app-based management for monthly parkers, advance purchase options for staff and approved users, and handheld tools for parking staff to validate passes, raise gates remotely, and enforce parking rules.
How It Works
Vehicles enter the facility without stopping at the gate.
License plates are captured and matched against permits, payments, or approvals.
- Monthly parkers manage access through a mobile app and are charged automatically if they overstay.
- Transient parkers pay digitally without interacting with staff.
- VIPs and approved users are validated without manual intervention.
- Staff can manage access, validation, and enforcement in real time.
All activity is logged, providing full audit capability comparable to a traditional PARCS system.
